Dash - issues with the behaviour of the Dash closing when a file is dragged outside the Dash

Bug Description

If a user drags a file past the border of the Desktop Dash, the Dash should disappear. This allows the user to continuing dragging and then drop the file onto a window that was occulted by the desktop dash. There are two issues with the way this has been implemented that need to be fixed.

Issue 1: The Dash should not close until the pointer that is being used to drag the file has passed the outer border of the Dash. Currently the Dash closes when the pointer passes the inner border of the Dash.

Issue 2: When the Dash closes, it should fade out over 100ms, not instantly
