ubuntu-support-status could more clearly define 'support'

Bug Description

Related to LP: #1574670, which has cleaned up the output significantly.

The 'unsupported' status does not mean you won't get support at all (that is, please still file bugs, and possibly someone will work on it). Right now it reads like those packages are abandoned in Ubuntu (IMO).

These are packages in universe without any teams signed up to support them. They are still maintained, though.

In general, in the tool, 'support' has a clear meaning (not currently emitted):

I think it would be ideal to provide either a header or footer that defines support and unsupported as expressed by the tool.

I'm utterly confused about what the support policy actually is .. is "Supported:" in universe still updated/meaningful? Apparently I have 123 unsupported packages on bionic, including things like apcupsd, iftop, fatrace, distcc, systemd-container ..?

Steve: That's more of a support question (https://ubuntu.com/support - see also the references to community support to the bottom). However, other Ubuntu users wondering about this same question may end up on this bug report, so here's a quick reply:

Please read up on the support policy which applies to all supported (i.e. non EOL) Ubuntu releases here:
https://wiki.ubuntu.com/SecurityTeam/FAQ#Official_Support
"What software is officially supported by the Ubuntu Security team?"

In other words, the "Supported:" field in Release files is no longer used.

(Unless this is factually wrong (I'm just another Ubuntu user), let's please not discuss this policy here - this bug is just about the textual representation of the support policy by the "ubuntu-support-status" software).
