23.10 to 24.04 upgrade needed to reinstall of GPU drivers for Blender to see them

Bug Description
how to reproduce the issue
1. clean install of Ubuntu 23.10 on something like a Dell Optiplex 5050 + GTX 1650
2. make sure nvidia-
3. install Blender 4.1.1 from Snap
4. open Blender and go to the GPU settings, GPU should be listed
5. update to current patch level IE update-manager ( reboot )
6. upgrade to 24.04 via update-manager -d ( reboot )
7. open Blender and go to the GPU settings, GPU should be missing
to fix
1. switch to nouveau ( reboot )
2. switch back to nvidia-
3. open Blender and go to the GPU settings, GPU should be listed

Did an update-manager -d to 24.04 and everything seemed to go smoothly. I opened Blender 4.1.1 and it couldn't find the GPU. I had to switch to nouveau, reboot, switch back to nvidia-

Did an update-manager -d to 24.04 and everything seemed to go smoothly too. I opened Blender 4.1.1 and it couldn't find the GPU. I tired older versions no luck. reinstalled all the packages from intel no luck. this might be partly an intel issue so I posted in their community too
