ubuntu says upgrades are available but they are not

Bug Description

In the system tray an icon show up saying upgrades are available, but when I run apt-get upgrade, it says everything is up to date.

'apt-get upgrade' is not a valid test of whether there are updates available. Please include both the exact text of the message about upgrades being available, and the full output of the 'apt-get upgrade' command you ran.

An icon in the system tray says "system updates are available". Then when I run apt-get upgrade:
$ sudo apt-get upgrade

0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

It should be noted that the tray icon is sometimes slow to detect that updated have recently been installed.
