Claim that rc-sysinit is run on startup(7) is out-of-date

Bug Description

The manpage startup(7) claims, "the primary task run on the startup event is the /etc/init/rc-sysinit.conf job responsible for generating the System V compatible runlevel event". As of my Ubuntu 11.10 system (upstart 0.9.7-1), this is untrue; the primary task run on startup is /etc/init/mountall.conf, as correctly described in the Upstart cookbook section 4.3.

Assigning this to the Ubuntu package. The upstream documentation matches the upstream start rule.
