libwireshark-dev: missing config.h

There was config.h header (/usr/include/wireshark/config.h) with libwireshark-dev in 22.04 (versions 3.x).

In 23.04 (version 4.x) it's missing making it impossible to compile out-of-tree wireshark plugins.

`make-plugin-reg.py` shipped with `wireshark-dev` generates plugin.c with `#include "config.h"` which results in failed plugin compilation.
