xawtv not saving/using options file correctly

Bug Description
When using the right click menu to change options, the values are not being retained when xawtv is opened subsequently. I use a settings file and it is scanned because the help window stops popping up on start, but the settings are not read correctly from that file. The specific one I'm having trouble with is format set to NTSC. I have to use a script to change the format after xawtv is running.
