Apport returns the following text when system is fully current and upgraded:

UpgradeStatus: No upgrade log present (probably fresh install)

That text comes from the X/compiz apport hook.

The logic to determine this is a bit of a heuristic, and could probably be done in a more reliable way.

I think OP is confused (or I am). The message simply means that you did not upgrade from a previous version of Ubuntu. It has nothing to do with package updates being current or available.

If you did upgrade from a previous version of Ubuntu and are receiving the message in error, please change the bug back to Confirmed.
