Optimize the drag & drop positioning of windows

Bug Description

If I want to change the positions of direct neighbor windows, than I have do drop the dragged window behind the middle of the target.
By direct neighbors I think it's a better usability to allow switching windows independent from the drop position.

Hi, I'm not a member of the quality assurance team. I'm just a user. I've no intension to register me on all the bug tracking tools.
So far I see, it's possible for the ubuntu team to reference bugs in other bug tracking systems (Example: https://bugs.launchpad.net/ubuntu/+source/thunar/+bug/1455873).
