Bug Description
It is proposed to add gtk-theme-config to the desktop seed for Xubuntu at this late stage so that an appropriate theme manager is available for users. gtk-theme-config did not make it to archive until after Feature Freeze so permission is requested to add it at this time so that it is included in the desktop seed for 13.10. This will allow for testing and use prior to the T LTS development cycle.
