BT/WiFi coex stability issue on RTL8851BE/RTL8852BE

The proposed commits have been in mainline, and is supposed to be included in linux-firmware/noble some time later.

For Lunar, we don't have RTL8851BE.

Accepted linux-firmware into mantic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/linux-firmware/20230919.git3672ccab-0ubuntu2.4 in a few hours, and then in the -proposed repository.
