Bug Description
To reproduce:
1. From focal, update sources.list from focal to groovy.
2. sudo apt update ; sudo apt upgrade -y
What supposed to happen:
Packages upgrade.
What happens:
Packages upgrade, but several motd messages go by the in process, at least 3.
