Disable Applications / Dash plugins, can't re-enable

Bug Description

Flash phone.
Ubuntu Saucy Salamander (development branch) - armhf (20130828.1)
Swipe to the Applications scope.

Click applications scope
Click disable
Click dash plugins
Click disable

Now you can't re-enable them. We shouldn't provide a method to get someone backed into a corner like this.

You also can't search for them to re-enable the scopes.

I confirmed that after a reboot the scope is removed from the apps view and cannot be re-enabled

Note that this remains across a new image flash. To reset:
dconf reset /com/canonical/unity/lenses/disabled-scope

If it is fixed, how do I re-enable scopes after turning them all off in my ignorance?

DConf-editor>com>unity>lenses>disabled scopes - just highlight them all, backspace, leave the entry reading [ ]

Reboot, done.
