Given that F10 has historically been the GNOME shortcut for getting into the menu bar of the focused application, and Alt F1 the shortcut for getting into the Application menu for the purpose of launching the available apps, I wonder if Alt F1 might be the logical choice to solve this bug....

I don't think "historical" shortcuts must be preserved; however if there's no reason *not* to preserve a shortcut, I think it might make the transition from GNOME 2 easier, especially for users who cannot use a mouse.
