In Chinese environment, words in app switcher are shortened inconsistently

Bug Description

When using Chinese as the system language, you can see from the screenshots that application names are shortened inconsistently in the app switcher. For gnome-terminal, it's shortened/truncated to be 2 Chinese characters, for "show desktop", it's 3, for firefox, it's even more. This is very bad user experience.
