window is focused but not in foreground when raised from launcher

Bug Description

1. open two terminal windows
2. place one over the other but not fully so that you could see from the titlebar if the window is focused or not.
3. open/focus another application for example chromium
4. click again on the terminal icon in the launcher

What happens
the last focused terminal window gets the focus i.e. keyboard input, its title bar is also bright to show its focused but the other terminal window, which does not have the focuse is over the focused window

What should happen
the last focused terminal window should be in the foreground

as an aside and likely unimportant - in the described scenario, if clicking on the terminal icon from another Ws then it works as it should, - last focused terminal is in focus & on top

I had fixed this, however maybe the recent compiz changes reverted this on the unity side.

Booting to my recent install image (09/15: compiz (1:0.9.5.94+bzr2803-0ubuntu3) it does work correctly, last focused is focused & raised to top

Actually - on that live session it was the unity upgrade from .12 to .14 that starts this.
