Dash search bar cursor should stop flashing after 10 seconds (power management)

Bug Description

Refreshing the Dash search bar because of the flashing caret (cursor) uses power, and impacts battery life.

Ideally (in line with the behaviour of Gnome-Terminal et al) the caret should stop flashing after 10 seconds of no keyboard input, ensuring a zero-frames-per-second rate coming from Unity. The caret should resume when the keyboard is touched, and possibly also following mouse movement.
