Window management - It's not possible to shade a window using the top panel

Bug Description
Using the unity-window-
1) Open a restored window
2) Use the mouse wheel in "up" direction over the window decoration
Or press Ctrl+Alt+S
3) The window should shade.
4) Grab the shaded window decoration with mouse and drag it over the panel
5) The shaded window is maximized while still stay shaded.
6) Use the mouser wheel in "down" direction over the top panel
7) Nothing happens. What should happen is that the window becomes un-shaded
Desired behaviour:
- If a 'shaded' window changes state (e.g. is maximised, semi-maximised, restored, or minimised) the window should be automatically un-shaded.
- It should be possible to 'shade' a maximised window.
- If it is not possible to implement the behaviour specified in this bug in 12.04 the window shading functionality should be disabled.

It also impossible to unshade a shaded window after the focus was changed to another window. Only a maximize and unmaximize again will bring the window content back.
