Window controls displayed on multiple monitors on Precise

Bug Description
I have upgraded form 11.10 to Precise and am running two monitors. On 11.10, when running an application on the left monitor, and an application on the right monitor, the controls for the applications were on the same monitor as the application. On Precise, the window controls (close, min, max, file menu, etc) for the current application are shown on both monitors, making it possible to close an application on the right monitor, from the left monitor. This is not how I would expect it to act. I would expect that each monitor would display the window controls for the applications on that monitor.
I'm running 2 displays using TwinView through NVIDIA X Server Settings. These settings have not changed from when I was running 11.10.
