Top panel background inconsistent with the Unity menu background

Bug Description

When opening the Unity menu, the top panel's background colour is not consistent with the Unity menu's background colour, which makes it a very jarring experience. I will attach a screenshot.

This is after I have upgraded from 11.10.

try --> open ccsm, ubuntu unity plugin, experimental, set dash blur to active blur
