Bug Description
Currently, we don't have support to run setup, cleanup, and build steps as a different user. If we're going to continue to support run_as, it might be worthwhile to implement it for external functions as well. The complexity of that could also be an argument in favor of deprecating run_as and just running the client as the appropriate user.
