/var/cache/utah/autorun/inprogress needs to be manually created

Bug Description
I installed utah: sudo apt-add-repository ppa:utah/stable && sudo apt-get install utah-all
I downloaded the smoke-tests scripts from https:/
http://
because the inprogress dir was missing.
Executing:
mkdir -p /var/cache/
and chmod 777 (not sure if that is needed) fixes the issues.
I think it is easier if utah creates the directory if it doesn't exist yet.
I'm using these versions of utah:
