Enable watcher-dashboard in gate tempest tests

Bug Description

Following https://review.openstack.org/429256 we need to make sure the watcher-dashboard does not cause any deployment issue for devstack. The best way to ensure this would be to deploy it on the watcher tempest gate job so we can tell very quickly if it breaks again.

This bug was looked at during a bug triage meeting. We agree it's valid and we do need watcher-dashboard tempest tests.
