Bug Description
The synchronization of goals consists in establishing
data consistency between goals and strategies
automatically found by the `DefaultLoader` class
via the function `list_available` to then applying the changes in
the `Watcher database`_.
but What happen if you take a goal out ? The aims of this blueprint is to handle this use case. We could add a flag to set the audit-template to deprecated.

We acknowledge the issue brought up but do not have the knowledge to decide what should happen to existing audits. This will need to be addressed if we ever did remove a strategy/goal.
