Bug Description

Strategies should get more promotions.
What about adding "use case" section to strategy description
1. We need to remove watcher.conf configs from landing page
2. We need to mention strategies in description section
3. We need to move Admin Guide to the top of docs
4. Add page with strategy use cases
5. We need to add API Reference (https://docs.openstack.org/queens/api/)

According to current status of https://docs.openstack.org/watcher/latest/ I think most of the issues can be considered fixed:

 1. We need to remove watcher.conf configs from landing page
