weather applet incorrect sunrise/sunset time

Bug Description

Choosing cities from european part of Russia (Saint-Petersburg, Moscow) gives incorrect times of sunrise/sunset (less than actual by one hour). It looks like applet uses incorrect timezone data (UTC+3 instead of UTC+4).

Yes I just did a fresh install from the Ubuntu Software Center on Ubuntu 11.10 and it also is reporting incorrect times for sunrise/sunset for Onsted Michigan.

Yes it looks like in my case it is not accounting for the fact that we are still EDT and it is reporting it as EST.
