Bug Description

Problem:
Move a window around, or even simply move the mouse around while top is running and watch CPU usage instantly rise to 100%.

Extra Information:
It may or may not be relevant but my graphics card is a Radeon HD 7950 and it is using the latest open source drivers.

I can cofirm that the issues with high CPU usage in a lot of programs, and primarily Xorg, is solved with Ubuntu 14.04. However, it still occurs in Ubuntu 13.10 and prior, though does not occur in Ubuntu 12.04. Furthermore, other than simply having a lot of my programs now using much lower CPU usage, the desktop is more more responsive.

I have the same issue with my machine Sony VAIO S-series (VPCSA35GG).
CPU utilization is too high and my cpu fan running like anything which I never had in any of the Windows versions.

Updates are running will see if this got fixed...

I had the same problem which I think was caused by xorg defaulting to Software Rendering(due to faulty graphics driver) , hence high CPU Usage.

I solved my problem by installing intel graphics driver first and then reinstalling xserver-xorg

My Solution:

Step 1:
 Install latest intel grphics driver
 goto https://01.org/linuxgraphics/downloads/2013/intelr-graphics-installer-1.0.3-linux

Step 2: Reinstall xserver-xorg
sudo apt-get remove --purge xserver-xorg
sudo apt-get install xserver-xorg
sudo dpkg-reconfigure xserver-xorg

Nope, it's not software rendering. In fact, you can cause it simply by moving the mouse around quickly or by dragging a window.

I also am experiencing this on 14.04 32 bit, Intel 945GM. Using Gnome-flashback + compiz. The interesting thing is that when moving a window (e.g. grabbing title-bar and moving the window around on the screen), the CPU usage is "normal" not too much, and the motion is very fluid. When resizing a window (e.g. via Alt-Middle-mouse-button) the resizing is very choppy and the CPU usage is very high. So there must be some difference in what is used to perform resizing vs. what is used to move windows. I tried what was suggested in comment #7 (installing Intel's driver), with the same results.

Same here on 14.04 amd64 Xubuntu with AMD ATI Mobility Radeon HD 5730. (wether I use the proprietary fglrx driver or the radeon driver)

Moving window or holding button in text editor, the cpu usage (from xorg) rises until I stop the action.
I also tested this behaviour under multiple virtual machines (Xubuntu 14.04 i386, Debian 7 i386) and could reproduce it (VMware Tools and driver installed).
