You CAN mind-control Construction Yards in unmodded YR (soft-coded)
You CAN'T deploy mind-controlled MCVs (hard-coded), so don't know where you get the 'loses mind-control links' thing from (unless you're actually talking about mine layers)

There is a bug that causes an IE if an MCV goes neutral.

For what you want, pd would have to fix the above bug as well as soft-code the "mind-controlled things cannot be un/deployed" thing.
