It's a enemy AI problem.
Siege Chopper do not execute Script until player's unit under its sight or weapon range.
I try to add a BalloonHover=yes to this unit,then its AI has worked normally and Player's Siege Chopper can keep its deploy function.
But I doubt this change's safety so I wish Ares could fix Siege Chopper's AI as common unit.
