nova-notifications: can't work with HTTPS keystone endpoint

Bug Description

Environment: OpenStack Icehouse with all endpoints in HTTPS with valid certificate.

In lib/puppet/provider/nova_admin_tenant_id_setter/ini_setting.rb file, it's not possible to establish a HTTPS connection, but only HTTP.

That means when using HTTPS endpoints, it's not possible to get the nova_admin_tenant_id in neutron.conf, so nova notifications can't work, so we can't spawn a VM.

    nova-notifs: allow to use secure keystone endpoint

    When getting the nova_admin_tenant_id, the provider is now able to
    connect to Keystone by using a SSL endpoint.

    Closes-bug #1334250
