Wrong "user_group" in LBaaS agent

Bug Description

Default group to start LBaaS agent is "nogroup" which does not exist on RHEL / CentOS.
It leads to LBaaS error when trying to start the agent.

We should use "nobody" which is present in Debian & Red Hat systems.

    Change user_group default parameter:
    * nobody for Red Hat systems
    * nogroup for Debian systems
