Bug Description
Steps to reproduce on krillin:
1. Flash the device: ubuntu-device-flash --developer-mode --password 0000 --channel=
2. Boot the device, pass all the introductory screens up to the dash
3. Install the autopilot tests for the camera: phablet-
4. Prepare the device for running autopilot tests: phablet-config autopilot --dbus-probe enable
5. phablet-test-run -v camera_app
Observe that it takes a very long time before the app is started for each test.
Brendan mentioned that the reason is that the location service is brought down and up again each time.
