Bug Description

https://github.com/stackforge/puppet-neutron/blob/master/manifests/server.pp#L325-332

is missing dependencies for db-sync:
* All Neutron_config stanzas should go before db-sync
* Neutron-server service should go after db-sync

    Fix db-sync dependencies

    W/o this change, some config changes could
    be not synced to db and neutron-server service
    start not aligned with db sync process

    The solution is to fix the dependencies for
    Neutron_config stanzas before db sync exec
    and for n-server service - after db sync
