Bug Description
Neutron db-sync command wont run all of the necessary translations if you haven't written out core_plugin and service_plugins. It's also possible for it to not trigger a restart since its a before and not a notify. Further more, the relationship is not strict enough, in that It's possible in its current state to still run after neutron-server has started.
