Did I choose the wrong language medium during installation? Should I have chosen traditional Chinese instead American English? If so could I change the settings?

In MS windows, we can type Chinese characters using a Chinese characters inputting Program but I could get the program to work in Ubuntu environment. Perhaps an Ubuntu equivalent "Chinese Inputting Program" could solve this problem but I could not get such a program. Please help!
