Bug Description

The "speed bump" functionality between screens is very useful when you have set the launcher to auto-hide. But when the launcher is always visible, it serves no purpose, but can be quite annoying.

It does serve the purpose of helping to scale windows by moving them to the edge of the screen.

Therefor it should be active if:
-you have grabbed a window
-or the launcher is set to hide and you approach from the right

FYI, bug #944525 is related but not a duplicate. (Why force a launcher on each screen?)

If I remember correctly, the design specs mention the ability to show the launcher only on the active screen (the one you last interacted with). I'm not entirely sure though. But not everything can be done at once.
