Not sure where "dpm's website" is, but maybe that only counts the Ubuntu touch specific apps, not the shared Ubuntu strings from things like PAM or pulseaudio? (Look at an existing touch langpack to see all domains that are installed/marked as relevant for Ubuntu touch).

If some domains can be ignored, dpm can adjust the priorities of those to < 1500 in http:// people. canonical. com/~dpm/ data/ubuntu- l10n/ubuntu_ xenial_ potemplate- stats.json .
