Comment 20 for bug 1822063

This bug may still exist. The workaround from comment #10 is confirmed in comments #13 and #14. This goes into the bucket of race condition bugs that occur when a service is accessed *during* deploy time. The low priority still seems correct. Removing myself as assignee.
