Thank you for your work on this.

I think there are two separate issues intertwined here.

A) Expectation for non-tls to tls migration:

1. A cloud exists.
2. Deploy vault.
3. Relate vault.
4. Use juju-wait to let everything except for vault settle.
5. Then unseal vault.

If it fails with that approach, please re-raise the bug.

B) Expectation for fresh deployments:

1. Deploy bundle which defines all of the applications, all of the relations.
2. Use juju-wait to let everything except for vault settle.
3. Unseal vault.
4. Then proceed.
