This is currently blocked on the implementation of the service discovery spec, which we should hopefully get started on at the PTG in september.
Once this is implemented, we have the framework for ceilometer to know that radosgw is deployed instead of swift, and configure itself accordingly without having point-to-point awareness relations between services.
