I also have concerns re: limit sets applied to more than one circ rule (Jennifer Pringle's comment #30).

We also have a large number of shared limit sets applied to multiple circulation policies. If shared limit sets break circ rules, that would be a massive problem - for example, jamming up circulations of A/V materials system wide.
