After further testing I've discovered the issue is the proximity of the Exclude Electronic Resources check box to the basket icon. When they are near each other clicking the Exclude Electronic Resources check box will highlight the basket icon. When you expand your screen to move them apart you can then check the box for Exclude Electronic Resources.

Whether libraries can check the box will depend on their monitor size and screen resolution.
