Some additional information:
In my case the test failed with another error message:
Check stack autoscaling (failure) ssh -o StrictHostKeyChecking=no -i /tmp/tmp.URUs7BGd4V cirros@10.100.1.5 'touch /tmp/ostf-heat.txt; test -f /tmp/ostf-heat.txt && echo -ne YES || echo -ne NO' command failed. Please refer to OpenStack logs for more details.
