As Sergey Kraynev explained here[1]:

'We wanted to deprecate (not delete!) it in L, but it can not be done now due to some related code used in ceilometer/Heat notifications.

There is follow comment from etherpad about deprecated stuff (https://etherpad.openstack.org/p/YVR-heat-liberty-deprecation):

" 0. Cloud watch service heat-api-cw (we can not deprecate/remove it, but a full solution requires keystone support)

    move that logic to the native api
    make ceilometer resources to accept signals? and use python-heatclient from inside VM to signal the metrics"'
