Detailed bug description:

master-pkg-systest ubuntu build #470 failed with error in fuelmenu.log "ERROR Unable to read YAML: /etc/fuel/astute.yaml"

Expected results:

build succeeded

Actual result:

build failed

Reproducibility:

issue happened in builds 470-474
