Similar bugs have been reported before, see bug 1210533. In this particular case, I can see you're using Neutron quotas and Neutron security groups. Unfortunately Neutron doesn't provide an API to get to the default quotas at the moment, even for read-only (cf. bug 1204956). Since it's possible for the Neutron default quotas to be defined in a configuration file, I'm not sure that an update API will exist until maybe a new API version is created.
