As far as I read the source code, the is_public flag gets set to true if no projects are added - as long as the change is done in Horizon.

So as far as I can tell, Horizon is behaving consistently with itself here.

But maybe it'd be a good idea to add a boolean flag to set is_public instead of implicit behavior when no projects are selected?
