not entirely sure if this is relevant or not, but On Wondows 7 (32 bit) and Inkscape 0.48.3.1, I get the following error message (and the requested file does not load):

C:\Program Files\Inkscape>inkscape.com http://wiki.inkscape.org/wiki/images/6_Powerstroke.svg
