To me it is a legitimate request that output extensions deal with inkscape clipboard content without failure - whether or not the clipboard data for a <symbol> element actually would need to (or never should) have fixed 'width' and 'height' attributes is beyond the scope of this report.

As described on comment #14: drag&drop of symbols from the 'Object > Symbols' dialog is done via clipboard internally.
