Upgraded to Inkscape 0.48.5 r (Jul 24 2014) on Xubuntu 14.04.1 LTS.

The problem persists, using Ctrl+i and Ctrl+o.

The work around was to demonstrate that the SGV is valid and can be loaded (locally) within Inkscape.
